Per the BBB: "STATUE OF LIBERTY. A stamped brass, silvered design pierced in the border, with steel back and wire shank..." Probably circa 1890 made upon completion of the real statue. To the eye and under high magnification: Normal for age softening areas in the torch, face, folds, bridge, edges, showing brass under the japanned surface. Again, normal for the 120 year old lady!
